Genesis MK2 Black Screen - attempting to fix

    I've got a Genesis Model 2 that only outputs a black signal. No audio/video. I've cleaned it, done all that and still the same issue.

    I'm attempting to go through the board and find where the fault is. I'm fairly new to electronics and repairs, so I'm hoping to get a bit of troubleshooting info.

    Firstly, the voltage regulator is fine. It outputs 5v consistently.

    I've followed the traces from that, and they are all pulling 5v. I started going through the capacitors, and that's where I've noticed some goofy things.

    I'm measuring the voltage (black on negative, red on positive) on the caps, and most are outputting 5v, however some are 3v, 2v and 1v. Is that normal? Visually the caps look ok, but I want to be sure.

    I can't visually see any signs of damage to the board, so I'm suspecting possibly the CPU is starting to go. Not sure how to go about troubleshooting that yet, more research required I'm sure.

    Any pointers are great.

    Board revision is pc bd md2 va1.8 usa
