I have tried to run Vanguard Princess under windows XP, Vista and 7... I can't even get the damn thing to load...
A classic problem which happens with some japanese games on PC. You just have to go on Control Panel, then on Regional and Language Option and on Regional Option (or Advance, I don't remember) change the language into japanese. Then you'll have no problem. If you still have problem, send me a pm.
As far as Asuka 120% would the "Limited" Saturn version or the PSX "Final" version be the definitive one to play? I've never actually touched the PC-Engine version, is there any possible reason to get that one if you already own it for the PSX or Saturn?
Play-Asia have Arcana Heart 3 listed for a January 2011 release, along with very red HRAPs. Hopefully this won't suffer the same fate as the second game.

I've tried everything - that Applocale thing, the language change, and whatnot, to make Vanguard Princess run on my PC. Still, no dice. Damn it. Now, that Ikkitousen game lastuser mentions sounds interesting. Is it for the PSP?
Nope, it's for PS2. And it's actually a beat 'em up, not a fighting (expect from bosses where you play in fighting game style). I have played it years ago for a few hour. For a game based on anime/manga it's quite good. There also two other games based on Ikkitousen for PSP: http://en.wikipedia.org/wiki/Battle_Vixens#Video_games I haven't played them since I don't have a PSP so I don't know if they're good or not.

Well Aquapazza certainly looks quite insane. Looking forward to a PlayStation port of that. Skullgirls is coming out as a PSN/XBLA game at some point too.
