My first thought was "that looks like a spike to puncture a tire when it was run over" based on the "fix a flat" comment...

It's a device which you put under the tyres of a car to stop it driving away, I believe it's sold as an anti theft device as the tyres become useless and the car undrivable after a few metres.

I guess the rat trap would be used by police who approach a car for a ticket and during this process think the suspect will run.

I think its to be used at a traffic stop which still doesn't make alot of sense as you would rarely use it. If he runs you just wouldn't have the time.

Go check out the website they might do a better selling job that I would.
