It probably doesn't work for the same reason as uLaunchELF: The IOP-side modules in the boot ROM of a DTL-T10000 are not compatible with the ones found in a retail console's boot ROM. If you can follow the tutorial that was posted somewhere here on getting uLaunchELF to work, you may be able to get the HDLDump server working with similar steps.
