    Corrupt flash ? D:

Maybe try reinstall system software ?

Don't that unit have two flash memory like the PS2 TOOL ? PS2 TOOL can boot from second flash and use it to update first flash if it "brick"(bad flashing).

You have the manual ? Maybe look at it... Usually Japanese manual is better written and have more detailed instructions.

The PSP Tool is far more similar to the the PS3 Tool (DECR-1000A) then anything else.

I would plug in the ethernet cable and access the CP diagnostics utility first to see if there are any issues with the hardware. Default IP is 192.168.0.10 with Administrator as both username and password.

You can recover the CP firmware by holding the SYS Init button and power at the same time. Note that this will restore the initially flashed version of the firmware which is probably much older than the current installed version, and may cause issues with the Kernel that is running. I would do this as a last resort.

He mentioned his problem happens only on the PSP System software mode. Didn't these have two separate updates, one for the development mode and one for the PSP mode ?

I think it's supposed to display the XMB when on PSP System software mode, no ? And it can't debug while on that mode, is that correct ?

His unit boots fine on TOOL mode but it doesn't even try to start when on the other mode.

The tool has two updates for two separate components. The CP or Tool update is the processor that handles dsnet, and web server. In terms of the PS2 Tool this is basically what the PC Card functions as. It's just now I believe a MIPS processor with flash memory instead of a hard drive for storage. The tool updates are basically the equivalent of the RPM updates for the PS2 Tool.

The PSP kernel is the equivalent of firmware on a retail PSP that we all know and love.

As far as the original post is concerned. I have notes from the readmes in the SCE PSP sdk that might help. See below.

    [PSP System Software Startup]
The PSP system software can be started by inputting the following
command lines on dstdb. From the PSP system software, it is possible
    to start a UMD(TM)/DVD game.

    prompt> bloadp kbooti.bin
    prompt> reset 20000000

When developing a normal application program,
    please execute the following.
    prompt> bloadp kbooti.bin
    prompt> reset 00000000

[Restrictions on the PSP System Software 1.5.0]
    - It is required to use the kbooti.bin that is included in each version.
    - The operation is confirmed only for DEM-1000R/DTP-T1000.
    - In DEM-1000R, the UMD application startup may not be performed
properly. When starting from a UMD, please use DTP-T1000.
    - On DEM-1000R1, sleep mode/cancelled state may not be switched properly.
Please use DTP-T1000 to confirm the sleep mode/cancelled state.
    - When switching between DVD/UMD, please restart the PSP system software
    by reset 20000000.
    - When the PSP system software is started for the first time,
the message "Setting information is corrupted. Press the circle
button to repair and restore default settings." will be displayed.
Press the circle button, and restart after the screen is blacked out.

    ------------------------------
    [Additional Information]
The "PSP Kernel Update" and the "PSP System Software Startup" can be
performed also on the Windows version debugger (for Hardware Tool).
For details, please refer to the document on the Windows version
    debugger (for Hardware Tool).

    - The following features for the PSP System Software are available
    only on the Hardware TOOL.
    "System Settings"
    "Available Memory"
    "Circle Button Behavior"
    "Volume Limitation"
