So, in one of my purchases of giant boxes (I think this one came with the NESes and SNESes), I found this cart for a GBA (though the cart says NDS too, implying it came out between 2005 and 08). It's got no writing on it, so I don't think it's an Action Replay (all the ones I've seen have the AR logo).

    Any ideas?

Looks like an Action Replay to me. One of the chips says Datel on it. They are the company behind the Action Replay.

looks like the Action Replay Max Duo, but without the NDS slot. Definitely an AR or Xploder of some kind - plug into a GBA and see what happens...

Looks alot like this! Custom Datel ASIC and memory chip and socket connector on top : Action Replay/Game Shark/clone. Anywa it's probably a cheating device.

Right under the Datel on the chip I see it's written GBA/NDS. Dare I assume it's compatible with NDS too?

I plugged it in with Sonic Advance and it didn't boot up anything. I don't have a DS with a GBA port to test it on, so it might be a dud.

Yup, the DATEL chip definitely screams Action Replay.

The only other thing having this kind of shape that I can think of is a "GB bridge" (to use Flash2Advance cards in GB/GBC mode), but those were only available in black afaik, and made by Visoly, not Datel.
