sorry for the necro but I've actually seen and played on one of these (not specially labeled consoles, but consoles with this menus) in english some time in the early 00's in Serbia. I've seen more than one, with a little luck I might be able to track at least one down.

 

ive had one of those before however the interface was in English but looked identical
you could purchase the VCD + Cheat Code chips along with standard modchips back in the day
if i had known they were rare i would have bought everything he had lol

 

I'm not sure how rare these are, but there were loads of Chinese manufactures who made 3rd party devices for the PSX back in the day. Usually you can change the language of the device from Chinese to English by some key combination you hold at startup. But if you wanted to change the language by default, there would be some jumper or solder point you need to close. At least that was my experience from most of these 3rd party things.

As for your VCD's not showing any picture, it's probably because it's pumping out a PAL video signal since China uses that format. At least that's my guess. (^_^);

its because all of those 3rd party cards only output composite from the decoder. if you looped it to the AV in, like was suggested it would work.
