As far as digitized fighters go this Jackie Chan fighter is Garou.
Still not that good but kinda charming and very playable.

I think it looks as if it had some good ideas in there. The actual game doesn't look that bad compared to other digitized shite of that age. But, yes, Kaneko were very poor at making fighters. Power Moves / Power Athlete anyone?
