So I'm getting 2 brand new 14" PVMs for 50 bucks and I was wondering what kind of cable do you recommend so I could convert SCART to BNC or could I make one out of a component cable and add another cable for the sync?
You pretty much need to build one yourself. The way I did it was by buying a Female to Female SCART adapter, some wires, and 4 RCA connectors with soldering points, and then I took apart the SCART adapter and connected soldered it to the RCA connectors. Finally I used some RCA to BNC adapters to connect it to the monitor (I did this because I was unable to find BNC connectors with soldering points, whereas RCA connectors are easy to find). You also might be able to get a member here to make one for you, if you're unable to do it yourself.
I got a 2 SCART RGB switch box, hacked off the end that went to the TV and wired it into a project box which had a 15 pin VGA connector and two RCA jacks for audio. I think got a VGA to BNC breakout cable and connected it to my PVM that way. Was easy to do and works well. I just buy the Euro SCART cables. If your PVM has the 25 pin connector you could wire up an adapter to that too. I was thinking about making a cable for mine to connect my Arcade Supergun setup to the monitor so I don't have to switch cables around.

Buy a 25-pin connector and make a converter cable. Note that you'll need to figure out if you're going to use Euro Scart or Japanese RGB cables.
That's a little problematic, though, because ideally you want the SCART side to be female (so you can connect male SCART cables to it), and you also want it to have audio output, which that cable apparently does not have. Of course, you can get adapters which would allow you to do those things, but more adapters means a less direct signal path.

You can connect all the video ground pins (R, G, B, and sync) to one ground pin on the SCART side. It works fine and doesn't cause any interference. I used pin 17, but I've heard that pin 18 is better. Several of the videogame cables I've bought don't have anything wired for pin 17, so sometimes I had to bridge the ground from one of the other ground pins. I also recommend using a different ground for the audio (pin 4). That's what I've done, and it works perfectly.
The SCART connector has discrete grounding connections for every signal IIRC. There isn't a strict need to tie all the grounds together inside the cable but it makes things simpler if you don't want to bother and it doesn't cause any problems.
I thought Jap RGB cables were no different than PAL as they appear to be using Scart plugs too. Different pinout? What am i missing? I always thought the world of RGB to be a far off thing but no more as I just got a Sony PVM 2030 this morning. Saw this pop up for 40$ in the local classified ads. I offered 30$ and got away with it. Its very clean, has the remote and manual with it. Talk about an unexpected turn of event, I never seriously thought about getting one of these but i could not let this pass could I? Now gotta figure how i want to wire the DB25 connector, I only have NTSC systems.
TV sets sold in Japan (which by all likelihood you do NOT own) used a different wiring pinout for this type of RGB connector. Despite visually and mechanically identical to Scart.
I bought a female SCART plug, and 4 BNC connectors. Got a PS2 composite cable. Cut it in half, used the audio jacks as the audio lines and then BNC connectors for RGB + composite sync/video. Cost about £5 altogether. https://goput.it/sw0.jpg My PVM is 9" though. GND to pins 4, 18 and 21.
Well the screen gets weird rolling lines when I connect it, I didn't do any grounds. Do I need to do anything else like add resistors, The SCART cables already have all the components in them.
No, you shouldn't need to add any components. You will get an incorrect picture if the video is not grounded.
