"Development hardware" is not at all necessary today in making a game for a well documented system. In this case it's not even likely since the Hu7D package, besides being PC-98 reliant, is completely obscured by today's proficient crossassemblers and emulators for debugging. Additionally, the Hu7D while being the (only?) package for PCE, leaves you stranded for CD games and Hu7CD is nowhere to be found.
