I've been wainting to make/port homebrew for the psp, but i don't know squat about programming (only a little of java, but i think that doesn't help much). So my question is, is it easy to develop for the psp??? and if it is, can you give a link to some good psp programming tutorials?

    http://www.psp-programming.com/tutorials/

You could start with the Lua tutorials (easy even for non-programmers).
But if you want to create something serious you should have a look at the C tutorials there.

The psp forums at ps2dev.org are a great resource too for everyone interested in programming the psp (and ps2/ps3)

Porting stuff is not the best to start programming, maybe you should start with something easier if you don't know a lot about it, thought.

But if you feel that you know enough to start porting stuff (and you don't get lost in the way:110:) good luck with it
