Correct me if I'm wrong, but as I understand, in Japan, Nintendo Power was a service where you could take special carts with flash RAM to a special kiosk in stores, purchase a game, and have that game downloaded to your cart. There was also a mail away service that allowed you to do the same. Some of those games came with a manual.

Ok, my question. If you have a cart that won't boot (possibly fried to heat exposure) could you write the ROM to the cart again?
Essentially, if you have any of these Nintendo Power carts, particularly I am interested in the Game Boy carts, could you write one of those Nintendo Power ROMs to your cart?

    If so, how?

As long as the hardware isn't totally fried (i.e. only the memory contents have gone bad), you should be able to rewrite the cart. The necessary bits for the GB NP carts (but not the SNES ones...) have been reverse engineered some time ago.

Obviously, if the memory is fried you'd need to replace the chip. AFAIK noone's tried/done that.
