How can I tell if my Sega CD game is new?

It is Shining Force CD. I bought it in a used game store probably about 13 years ago. It was after Sega CD was long gone and it isn't unusual for used game stores that carry older games to have new condition games that are just for older platforms as stores liquidate. I bought it for <$20 iirc. There is shrink wrap on there (granted some tears in it, which shouldn't be a shocker considering the age). It has a hanger on there which I believe cases had at the time.

It looks as though it is new, but how can I know for sure? How can I know someone didn't just shrink wrap the thing and tell me it was new?

I plan to sell the thing as it is worth at least $250 nowadays, but I don't want to screw anyone over, either. I obviously don't want to open it up to check the insides.

    Here are some pictures.
