Is there a PS1/PS2 Modchip that only makes it region-free and changes nothing else?

Hello everyone, I was wondering about PS1 and PS2 modchips. I'm not interested in playing burned games so is there a PS1 modchip and/or a PS2 modchip that only adds region-free functionality and changes the video format depending on the game's native region? If not, how can I make one that not only allows for region-free functionality but also changes the video format from NTSC to PAL and vice versa? It doesn't have to be switchless but that would be nice.

If I could find and afford one, I would just get a Net Yaroze but since I can't, I can settle with a modchip for now. I have an NTSC-U/C PS1 Model Number SCPH-7501 and an NTSC-U/C Fat PS2 Model Number SCPH-39001.

For the psx there's the anty piracy modchip, but why you wan't install a normal modchip? It's the same thing, the only thing that changes it's the code on the pic.
For color mod there's a simple wire link to do. Here in EU we have the scart wich don't need any link :p

On PS2 side you can install only a modchip or use soft mod (but imho modchip it's better)

I use SCART here in the US too. I have a SCART to HDMI converter I use with my NTSC SNES and my Sega Genesis CD 32X model 1 mess. I was planning on getting a PS1 RGB SCART cable. Would I need to do the color fix mod if I use RGB or is it just for Composite/S-Video? All I want is to disable region checks and change from 60Hz to 50Hz. Is it possible that a custom chip could be made that uses the region encoding from all regions, checks the region of the disc, and then uses the correct code for that region? Could it also control the refresh rate?

I wanted the same features that you want, and unfortunately, the only option is a traditional mod chip. RGB has no color issues, just plug it in!

For the PS2 no Modchip is needed and Imports can be installed using a Flip Top to bypass the region check. Once the game is installed to the PS2 internal hard drive, the disc tray does not have to be ejected; NO mod chip is needed.

Yes, but adios psx compatibility. Popstarter it's great, but the emulation isn't perfect :p

Get a suitable modchip installed and use PS1VModeNeg. I think that those chips that can auto-detect the media type may need a manual override because they don't work properly if it isn't the OSD that is booting the disc.

Ideally, the PS1 driver should be cloned and modified to support both regions (like the one from the SCPH-75000 and up, although that one still lacks a region auto-detect feature).
