It will work but it's not really worth the $25 he's charging. Any plain $2 AV cable will work, cut one end off, strip to expose separate ground shield and internal wire, and either plug or solder onto the appropriate pins on the back. Or solder inside if you have the Gamebit tool to open it.
You'd want to be very careful using anything like that because if something comes loose or breaks you could risk an electrical short between pins. And I agree with wilykat, it's not worth what he wants. How much does the original AV attachment cost anyway? If it's not really expensive it would look better than some odd wiring.
Many people mod their PC-Engines to output RGB. Adding a 8-pin mini-din socket, which makes the original AV cable useless. Just ask around or post in WTB sections. I would give you my cable for free, but the shipping costs kill the deal.
Since he lives in the US I wouldn't assume he can use RGB. But that is another route, it could be modded to have regular RCA jacks on the console itself. I looked up what those Turbo Boosters are going for and it is insane. So a console mod or making your own strange cable might not be a bad idea afterall. If you plan to ever play CD games though this may not be necessary anyway. If you got the CD attachment it has Composite Video on it. Or if you get a Turbo DUO it has it as well. So that would be something to consider.

There are a ton of great games for this system. If you like shmups you are in for a treat. Also: Alien crush and Devil crush - Best pinball games ever. ( Imho )
As MaxWar said, there are tons of great games. Alien Crush and Devil's Crush are very good recommendations. Neutopia 1 and 2 isn't that great. They are like Zelda but a bit weaker and more watered down. Might be worth playing once then forget when you finish it.
I love Zelda on the NES, but I think I enjoy Neutopia even more. YMMV and whatnot. I still say they're worth owning if you're a fan of that genre, especially given the limited turbo chip library.
Give it some time and you'll either buy an adapter to play imports or buy a Japanese DUO system to play imports and the CD library. US Hucards not mentioned yet that would be worth a try. Vigilante Bloody Wolf Chase HQ Splatterhouse Shockman Legendary Axe 1&2 And I really liked Devil's Crush too. It's a great pinball game. Definitely worth a try. The only bad thing is that some of these US titles are going to be fairly expensive. I think Neutopia 2 is well over $100 loose when I usually see it. One of the Soldier games was pretty expensive too I believe. Ofcourse you could always buy a Turbo EverDrive and get around that and the import problem if you're more interested in games and less in collecting.
Yes, it's too bad that the prices for US games have gotten so high... luckily there are many great imports without much language barrier and at more reasonable prices. Unfortunately Devil Crash is still quite expensive, and it seems only recently did Devil's Crush start to catch up to it.
