It might be brand new and unused but they have to mark it as used if it's a return. Shops pay pretty good prices for hardware and software so some people buy a console with their credit card then just return it for cash value 10 minutes later. It's your basic college student using his credit card to get cash.

I got a lot of "used" PSPs that way that were never opened.

 

nope, this is used. I askled them. They have a few now that have been returned by people who have played them. The reason I know is because I wanted to know just how "used" they were.
