jvc x'eye repair laser moves up and down, zero spin, and carts dont load

    So I bought this x'eye broken. I've cleaned the cartridge connector and it looks very nice but games don't load. I have tested the voltage regulator and it is a 4 pin and puts out 5v and 1.5v. I show 10v at the power supply and at various test points. The sega license screen will come up and then it goes black. I plan on replacing the caps as I normally do this weekend. Any ideas on the cart issue? I've tested numerous carts including my everdrive which works on everything. I verified 5v on the two pins on the connector also.

    Also FWIW I don't get a cd bios screen when no cart is plugged in.

    Also are all four pads on the disk drive assembly supposed to have a spring? The two that slide under the plastic have rubber and springs and the other two only have rubber.

    Well I went ahead and replaced the caps and found the issue. I'm not steady enough to fix this so I'm going to find someone local to fix these three pieces of trace to the legs.

    That IC is the CPU of the CD drive (CDC)
