How much would it cost to do this, or could I do it myself if it's not too difficult?

 

The X'eye uses the same Sony CXA11XX video encoder that the Megadrive/Genesis model 2 uses. S-video output is trivially easy. I direct you to a fun link:

This is, incidentally, the same mod used to get S-video out of the Neo Geo home hardware. Hope that helps you out.
