To start for what are you going to use it because there are a lot of mobo that use that one like naomi, chihiro, triforce, etc. Most people use that Sega I/O for analog, light guns and racing games. I'll try to find out the pin out for that I/O because the one I have is the sega I/O ver.2 that is like the capcom one.

Also remember that the wiring depend of the game.

well if you want to play the capcom games you need the capcom I/O or the sega ver.2 I/O, the one you put on the image does not map more than 4 buttons and marvel vs capcom 2, and capcom vs snk 2 need the six buttons. Any other game you can use that one. Also if you are going to use the sega I/O you show you also need an audio amp the capcom and sega v2 is integrated.

I bought a universal cab that was advertised has "EMPTY" and all this was inside

I bought Naomi motherboard for $60, I'm just trying to figure out how to wire all this. Ill probably just buy the capcom I/O Board and make it easy on myself.

Cheapest Capcom I/O is $150 on eBay :(

Well you have a sound amp there and something very good too the power supply if you want to get a netdim later you have the power there. In neogeo last month there where a lot of capcom i/o selling there for 90 to 110 bucks. You also can check on arcade museum for one is the best and easy option for you.

But you could still wire up the one you have there for what I can see you have all just look at the pin out for the 40 pin connector and wire up the control panel the power for the 5 and 12v have the connectors there and the sound amp is there too so there should be no problem. The naomi connect to the I/O with a usb cable.
