I thought it had been released quite some time ago in PAL territories for PS2, but looking arround online I may have been mistaken... I have an old proto of it as well actually, though I could never get it to run correctly via swap magic.
I remember playing the review disc or what ever he called it quite some time ago... I was bored to death after 5-10 minutes into it...
According to gamefaqs it got released in europe for pc, ps2 and xbox in 2005. The usa pc version got released 02/23/2007. The usa console versions are still marked as TBA2007 which means they may come out but who knows, its not like the first one was really good or anything.
I don't believe this information is entirely correct. As far as I can tell, the second game was never released in any territory on the Xbox. I also don't believe the second game will be released on the PS2 or any other console at this point in the US.

Well, the publisher seems to believe it exists: http://www.playlogicinternational.com/games/?id=kottii However, nothing comes up on Amazon, so I'd assume it was either a stupidly limited release or it was pulled.
At some time, it seems that SouthPeak Interactive was going to publish it. At www.archive.org you can still see it listed on the coming soon page up until Febuary 07 for PS2 and Xbox. http://web.archive.org/web/20070130152513/www.southpeakgames.com/games/nagames.html I think maybe they decided not to publish it in the end and Playlogic picked it up instead?
I do remember playing it quite a lot in xbox PAL version. And saw it quite recently on all supports in french stores.
