Looking at the text it almost looks like the RGB layers aren't aligned properly. This becomes more pronounced at 720p and 1080i (this is 480p with F-Zero). Is this something I can fix? I have the service manual but I have no idea what I'm looking for.

Static convergence is the alignment of R, G, and B guns at the center of the screen; dynamic convergence is the alignment of R, G, and B guns at the outside area of the screen. Your set has poor dynamic convergence. Your service manual should have more information on how to correct the dynamic convergence for your particular set.
