Is that Dreamcast one of the official Sega machines that they resold? I've never seen a box to one of those. It does't look official though. Different fonts used and no Sega logo.

It's probably just an unboxed system that's been traded in that's in turn been repackaged by a retailer to make it more appealing to the customer. Gamestation and GAME make/made mock up boxes for a few consoles here in the UK, PlayStation 2 and the original Xbox are ones that spring immediately to mind, so maybe it's something similar to that.
