I think its not rare. If i remember correctly it was made for the german market and there was only a german language release. (Lothar Matthäus is/was a famous german football player, and please dont call it "soccer" :evil and yes, its dumped.

Lothar Matthaus Super Soccer is part of GoodSNES by the looks of things, so yeah, shouldn't be too hard to find. It is Germany-only, according to the (G) tag. In terms of ROM releases, you'd be very unlikely to find a game released commercially for any of the major systems that hasn't been dumped by now. That was all done years ago.
yes i guess, so.. too bad there was no germany-italy at italy'90... it could have been one of the most beautiful matches in soccer history.
Every released game for every popular system has been dumped except Beggar Price for the Mega Drive and a new semi-official Famicom title released in 2007.
