You used to be able to buy uranium ore off Amazon but I'm pretty sure it'd require an incredible amount of enrichment before you could even think of using it in any sort of a nuclear reaction. Irradiate your apartment complex and create a lot of contamination to clean up sure (pending you purchased enough ore). Same with radium. If he really thought he could just dump material from a smoke detector into a container with old radium paint and uranium ore while heating it hoping it would go critical without any containment the dude is a safety hazard to anything alive.
