Eh, I don't see the point. I love the idea of going to Mars and really only see a third party like SpaceX doing it, but I don't see it happening for at least another 20-30 years. No one will go on a suicide mission (because no one will let them, even if voluntary), so there are too many survivability issues to be resolved. Namely, they have to take care of the radiation exposure in transit, the actual colony sustainability and the return trip (last is somewhat optional).
I'd put my money on another joint program like ExoMars getting people on Mars first, though I'm not sure if we'll see another project with the ESA&Roscosmos.
