Mega Drive Model I, IC BD M5 PAL Weird display problem. Red scrollinghorizontal lines

    Good day.
    So, I got my hands on this Mega Drive Model I, IC BD M5 PAL.

    But when I plug it to the TV either via RGB Scart or RF and start it, these red horizontal lines scrolling downwards are displayed on the screen and there is no sound.
    Upon visual inspection on the Mother board, I did not detect any obvious damage.
    So before I start checking it more thoroughly with an oscilloscope and multi-meter, does any one have an idea of what could be the cause of the problem and a solution?

    Interestingly this MB has a Hitachi HD68HC0000P8 CPU on-board. I wonder if it can be over-clocked as well as the other Model 1 Motorola CPU versions.
