It is probably the worst shoot 'em up on the Megadrive, unless someone wants to make a case for another game. At least Dial Q Wo Mawase! was at least playable and one of the better Mahjong games on the system (the Megadrive has a shortage of Mahjong games... 4 if I seem to remember, although there are more then 4 unofficial release Mahjong games, including a Taiwanese rules one which I would like to find....).
Do you happen to know the name of that game? I have this one but I don't think it follows Taiwanese rules since it's doing the Japanese 2 player setup: Adult Mahjong Game - Shameless plug (^_^);
It basically has the same title as the one you have, but instead of saying 13 it says 16 (which is Taiwanese Mahjong), I believe there is one that follows Competition (Chinese) rules rather then reichi (Japanese) rules which I would love to find.

Indeed, but I was talking about a Taiwanese game with a similar title (and the title I believe would be the same in Traditional Chinese as it is in Simplified) but follows the 16 tile Taiwanese rules. However there are a few unofficial original games that do seem to have unknown origins as some of these games may have originated in Taiwan before being pirated and had a diferent cover printed in China...

I'm totally going to have to seek out that mahjong game in China. Interesting thing about the game in OP. I was just at a store today and saw it... but it was in a totally different case. The version I saw was in a standard MD clamshell. The one here looks like it's in a cardboard box...
there were tons on PC-8801MkII and onwards... And those were some where between SC and HC - though few were pretty HC... FM-7, and later FM-77 also got fair share of 'em though never match the qty on PC88 series... ^ ^
