Microsoft WebTV for Sega Dreamcast ?!?

Does anyone know what WebTV disc from Microsoft for Dremacast is for? Think heard there was a guy(?) who went around with STB prototype based on DC but that never went anywhere. Don't think this disc has anything to do with that?

any input would be appreciate to satisfy my curiosity.

in the article JPN DC will comes with WebTV already installed and requires CD-ROM to activate? As no confirmation on WebTV on other regions guess it's unlikely that if you stick WebTV CD-ROM into US DC(mod) nothing will happen?

looks and sounds really interesting .... wonder if it is released since I never seen any shop who sold the disc.

 

Web TV for Dreamcast was quite heavely promoted in the Dreamcast's early days in Japan then suddenly dissapeared.
