Looks like it's some sort of tool to check out a console after it's been manufactured/serviced. I'd imagine when you set manufacturing mode it connects to a server and downloads a bunch of tests to run on itself.

i don't have got card reader for flashing memory with raw block. so if someone have schematic how to build memory unit reader...
