Sorry to disappoint you, but this is a modified version of Loser's PSX Menu 1.5 (a.k.a. psxmnu15.zip).
If you open both psx.exe in WinMerge or similar, you'll see the only differences are:
-Credits changed from 'loser's boot menu v1.5' to 'http:// emunews. 9. forumer. com' (without spaces; don't want that to be a link)
-Some terms translated to what seems to be protuguese (ie. Loading -> Lendo

Loser's PSX Menu 1.5 dates from back April 2000, so it's been around for quite a while.
It was widely used back then by bootleggers to create and sell multi-game discs like the one in the video.

 

I've tried using this tool some time ago but ran into an issue with the way it was requiring something with the exes and got lost.
