I'm not aware about this one specifically, however in PAL regions, games at some point were under the blue label, and several games were released in both labels. Another good example would be Super Street fighter 2. Black label Blue label 99% the mcdonalds game is the same story.
The game is legit, Treasure Land Adventure got a black label release in Sweden (they also got two other blue label games as black label releases: Eternal Champions and The Ren & Stimpy Show). Btw, Eternal Champions was also released as a black label game in Australia (but, this time, with an AUS instruction manual, rather than the standard multilanguage EUR one).
Well i never knew Europe releases sometimes worked that way. What really threw me off was cart lable had different art than regular release but it seemed too professional to be phony. Still kinda curious what country this cart was made for.
Exactly at the era of Super street fighter 2, games started to have the blue label and the blue layout. With the exclusion of re-prints (such as Sonic 1/2 were), all games back in 1993/1994 had the blue cover/layout as a standard. I liked the old layout better though, the blue one looked somehow child-ish to me.

I like how colourful they are. Kind of like Japanese Mega Drive covers. Even the Ren and Stimpy box has appeal to me which is saying something.
