I bought a copy of Europe only release game taz express with the intent of swapping its cic 7101 with the ntsc equivalent cic 6102 in order to play it on a ntsc n64. Does any one here have any experience with cic swapping? I'm worried the cic chip may not be it's only region protection. Soldering is not an issue as I have more than enough experience. I'm just wondering if I will have to buy a pal n64(yes I have a flash cart, but that's not the point).

You could buy a N64 Passport, if you are okay with the obscure look.

Depends on the game, some check the osTvType variable and some don't. Flashcarts and the better import adapter can change the tv type to anything, so they can launch any game.

So the question remains, does Taz Express check the tv type or not. An easy way to tell is if the game works with the very early import adapters that just switched the cic lines with a secondary cartridge and did not have any chips themselves.

Here someone made a list about the games with further region locking besides the CIC. According to him Taz Express does check the tv type so changing the CIC will not work.

This is just what I learned from google, I have no way to actually test it.

This is one of the games that doesn't work with passport sadly. I have feeling I will be posting a wtb thread for a French n64.
(since the French n64 can be modded for rgb, I don't have to worry about pal displaying on an american tv. I know hdmi is better, but since it's for one game rgb will do).

Might I suggest the ultra CICII chip? https://m.aliexpress.com/s/item/32431977887.html
This way you only need to desolder and solder this in once, and if it doesn't work just flip the switch back to PAL. I bought two off of this seller, they are super cheap. I can try this game in my CD64 With this chip installed and get back to you the results.
EDIT: I don't think this will work I tried game with no modifications with a 6102 chip. The screen scrolls. (doesn't run on 60HZ/s ntsc screens). Also, the game detects that it is in an NTSC console, and the screen displays "This game cannot be played on this system".

doesn't n64 set frequency 50hz/60hz based on software, if you ran a ntsc game on a pal machine the n64 would switch to ntsc 60hz
    same as playstation 1 does

buy any pal system, grab a TW rgb kit from etim.net.au and flash it with the AA filter software.. Install it and have fun!
