NeoGeo, Player 1 Stuck Inputs

    I've got a NeoGeo MV-1C board that I'm trying to fix up. One of the problems is that player 1's B and C buttons are always "pushed". Using a tester, there is around 280ohms of resistance between the jamma edge pin for B (and C) and ground. No other input edge pin has anything come up. I don't see any obvious shorts or broken tracks, nothing. Is it possible the "resistor network", this black long piece with 10 pins, has failed and is causing this problem? The piece has CRE401*96 printed on it. It is one of 6 of these pieces on the board.     Any help or insight would be appreciated.
