I never heard that one, but it doesn't surprise me with how they probably noticed they had a system with absolutely nothing on it. Maybe this wasn't officially announced but just misinformation?
this is sort of old news. I think the emulator ended up as part of Dobotsu no Mori (animal crossing) which was later carried over to gamepak format.

AFAIK the user would download the game images to a special emulation DD disk (write them in the user area of course). No sales structure on how they'd make profit though, probably a la virtual console. Remember, when VC was first announced the retro games were rumored/implied to be free of charge, as a way to boost sales perhaps.

There's already a NES emulator for N64 that is probably significantly more accurate/compatible: http://hcs64.com/neon64.html But yeah, most likely they can be replaced with other games of the same size and mapper and will run somewhat. It might be more effort than it's worth though if the ROMs are compressed.
