If someone buys more than 1 item from you, when they leave feedback it only takes into account 1 item that's recorded, so in your example, 22 negatives would be 1. Also, if any idiot threatened that in writing, which they logically would to communicate to you, then ebay will action against the buyer as it goes against their rules. In other words, in neither situation would you get more than 1 negative, if a buyer made a threat their account is liable to be suspended. I also have a simple rule - if I get any issues at all with someone, or an email to suggest they might be a problem, I add them to the "blocked" list, that stops them from bidding on anything I have in the future. Always easy to kick an organisation like ebay, and that's fine, however ebay is fantastic for getting things you can get in retail stores for 1/2 the best price, or retro stuff no longer in shops (and at good prices) and also other things cheaply. Saved me a lot of money over the years. Just be prepared for getting the same types of price for things you buy as sell, and no issue! Treat ebay like a flea market/car boot sale - get some money back on things you don't want to buy some things you do want cheaply.
I don't like how ebay have postage caps, for video games it's £3 but they don't take into consideration about limited/collectors editions in big box's, sure big companies can absorb the cost but it's not so good for regular seller losing money on postage. Postage for one of my recent sales was £6.85 not including the packaging so im £3.85 down right away before packaging, ebay fees, paypal fees and 20% tax on the total payment, I may start selling here in AssemblerGames instead . Just for a laugh and see if I get a reply from ebay I was going to scan the post office receipt and send an invoice to ebay for £3.85 + tax's.
I've had the exact opposite problem... The past 5-6 used items I've bought on ebay have been wrong, fakes, damaged, etc...
I think the main thing sellers need to do is incorporate this into their prices. Decide on what you want to sell it for and then add in extra costs for this. Incorporate a number that when you do get bit bad that you have over charged on everything else to cover the costs. Things like fraud, buyer stupidity, ebay stupidity, paypal stupidity, etc etc. For those that don't want to pay those prices they will approach the seller directly. (this is the approach I've decided I would take should I ever decide to use ebay/paypal again)
Far too much power to the buyer, I will avoid ebay at all costs in the future. Been ripped off twice in the past and that was when the rules were a bit more balanced!

Yup and U.S. The best part about it is if you purchase postage via ebay, it will tell you you saved 10% by purchasing it through ebay... So I pay 10% final value fee on postage, but then ebay gives me a 10% discount on postage. It makes no sense. Honestly I swear the whole company is run by monkeys.

Why? it is seems to be annoying to you as you complained about how much they kept changing. There therefor don't use it anymore or just deal with it.
Eh, Now I agree eBay would ban them, but it would probably take a minimum 2-3 days before you got a response that could actually assist you in the case. eBay is shit show at responding to sellers on non-traditional questions. So in theory, that person could put all the negative feedback in. However, as stated before, multiple purchases from the same seller only count as 1 feedback % wise. They will show the other 22 Negatives on the feedback page, but it will only count as 1 total feedback for the seller feedback %.
The biggest tip I can offer to buyers is NEVER buy an item from Hong Kong or China (possibly New York City as well) that you can buy from a seller in your country (check this option on your search). They are WAY cheaper but they are also knockoffs. I noticed this with electronics but also even toys / collectibles (supposedly made by companies like NECA).
When listing your item, in the shipping section, select "Calculated: shipping varies by weight" Use a good food scale, like the ones by OXO, or ones made for postage (usually a lot more expensive), and weigh your packed item before listing. You will never come up short at the post office again. eBay still takes a percentage out of the calculated shipping fees so a handling fee may soothe some of that. However, and this may just be a USA thing, eBay has deals with the US post office and other couriers that offer discounts to the seller; thus a package at the post office may cost $10 to ship but cost $7 if you print your postage using your printer. Be accurate with your package weight or the courier could return it to you.
They have been doing this for years Without an eBay store, fees are around 15% (can vary by item type). That is 15% of the total (final value fee plus whatever the shipping). This does not include any fees charged to list the item.
