I have an early build of NFS Undercover that got leaked back in 2008, i've had it sitting around collecting dust since then, never got a chance to play it. Fast forward to now, and I got an RGH2 Jasper 360 running on the 17489 dash. RGLoader is out of the equation - is there a way I could hex edit the .xex using HxD to make it playable on a non XDK console?

You only need to use xextool. Sign it for retail and you're good to go.

This build happens to have both an .exe and an .xex. Will that be a problem? Friend of mine said it won't work.
EDIT:Tried -m -r arguments, no dice. I'm a complete newbie to this, so bear with me.

sounds like it needs functions not available on a retail kernel, RG Loader or real XDK it seems.
