Don't think nintendo is going remove region lock anytime soon. Even though there handheld systems until the 3ds and a the few ds games that don't work on a foreign dsi weren't region locked all their consoles were. Would be kind of nice if they would let you play games from any region though.
Region locking has got to be the worst thing about the 3DS, it's just a crock of shit to have it now when every other Nintendo handheld has been region free. The timing of this isn't very good, though, since that mediocre new Mario Kart actually managed to sell and Nintendo probably have an inflated opinion on the amount of people that actually buy their games.
You do realize that if you want Nintendo to do something, the absolute worst thing you can do is demand it, right? They make it a principle never to appear to be giving in to outside pressure.
What do you want people to do? Ignore the problem until it goes away? Demand that they retroactively region-lock older handhelds? I agree a change.org petition and tweeting twitter accounts that are probably run by some 3rd party marketing firm probably isn't the best way to go about this though. (try writing letters directly to the actual people in charge... find out who the biggest shareholders are and see if they are sympathetic... go to the publishers and ask them to bring the games you want to your region...) Of course it all comes down to this: It would be nice to be able to play some games that have no shot of getting localised though.
Thing it is was planned for some time, Nintendo knew exactly what they were doing. Slipping region lock into the forgettable iQue DS first.
