The chance of getting a 0km unit with any car is 99.9% zero (...) because unless you buy a Bugatti Veyron, dealerships will drive the car around the factory and on the sales location. Not sure why you are specifically looking for a brand-new stock 1987 Japanese domestic car, but that's one hell of a task I'd probably settle with a used one with low km.
Import laws here, 30 years or a zero km unit. What I am talking is about the Cedric SV is a taxi version of the 1987-1991 (Y31) generation that is made since that year to today, its like the Crown Victoria, after 2005 Ford wasn't selling them for the public anymore, instead it only continued as the Fleet version.

USA laws are pretty much the same thing, the only significant difference is that for used cars it has to be 25 years old or more. The Cedric Taxi is the only version of Cedric being manufactured today, its pretty commom to old cars in the world being manufactured as today just for the sole purpose of being fleet vehicles.
