Other region TWL cartridges with 3DS CFW?

Can a 3DS be made to boot directly from other region TWL cartridges (e.g. Pokemon B/W), without switching regions globally?

This is largely academic since I understand a flashcart would achieve the same thing with greater convenience.

 

Are you talking about a panda? If so, 3ds pandas are region free for games. The region of the system is only related to the eShop. The same should apply to TWL cards, but I haven't tried

 

No, a consumer O/N3DS that any old schmuck can buy.
