What games make the best use of Parallax Effect on the older consoles (8 and 16 bits)? Thunder Force 4 on the Mega Drive has something crazy like 12 layers from what I remember on stage 1.
Lords of Thunder on PC-Engine looks pretty nice, particularly when you realize the system only has 1 background layer and often mixes giant sprites with it to provide the illusion of another layer and parallax scrolling.

I was going to say Thunder Force 4, but I see Yakumo beat me to it. And Jim Power... man, my grandparents randomly got me that game for Christmas. Easily the most sadistically difficult game I have ever played.

Oh man i remember Jim Power it was one of the very first games that made me physically sick after playing it for more then an hour. I always wondered why they didn't use that effect in more games.

I heard that there is a rumor that Phantasy Star 3 and 4 have parallax effect during the battle sequences that were removed for NTSC-u and PAL versions. Is that true?
