Partner CTR- Board says CTR EMU

picked this up- it clearly is a piece of Nintendo dev equipment, but looks like nothing I have ever seen. Some research showed me that the company makes the CTR debugger that is commonly seen. Also there is a 3DS card port on the side. The main board says CTR-EMU.

Also the yellow Japanese tag says this when translated through google translate:

Thats interesting... Could it be the ones they use in trade shows to show new games? Also, does it read retail games?
