What would be your diagnosis of this:

-I have a machine that does not boot.
-The PCB gets power (power LED on the front flashes green, and I got two LEDs on the PCB that are illuminated -- 1 red, 1 green. No clue if that's normal). I have tested this with two identical power supplies.
-Power Supply fan does not spin
    -CPU fan does not spin
    -Basically nothing happens.

    Busted MB? CPU? Shit luck?

If the fan does not spin, it's some sort of safe mode.

It can be simple as a bad cable or shorted device.

Disconnect all peripherals, usb, hdd, etc.

Remove all but one stick of ram, and reseat it 3 times.

So now you have only the mb, cpu and one mem stick.

Boot it up with the known good psu.

    LMK what happens.

Video card. I failed to mention the machine started acting wonky and eventually died a few months ago when I got a 30" shipped to me. My other machine handled it fine (same config I think?). Anyhoo, guess the monitor was too awesome for the small card. Totally forgot about that fiasco, as it happened right when I had a 6-week. I just assumed Murphy was at work.

Well, now to find a replacement card.

Odds are it's got a solder fracture.
