It's an absolutely negative feedback to user 'inspuration'.
Bought from him this device: PS3 TEST DECHA00A
    http://www.assemblergames.com/forums/showthread.php?t=29128
Finished payment for item on October 4th using PayPal, required transaction fees covered by me. Shipment via International Parcel - Air= $190.28, 6-10 days. Since that time seller didn't provide me nor tracking number not any other prove of succesfull shipment.
Seller claims that package doesn't have a tracking number, so i can't even say that this package ever has been shipped. Promised to ask his post for a reason of such delay "asap" and still didn't that for last 3 weeks.

P.S. For example i've got big package with Street Fight IV Tournament Fight Stick and two games for X360 from USA in less than a month using USPS Priority Mail International, and seller (it were on ebay) immediately provided a tracking number to me. So i see no objective reason not for such long shipment, not for lacking of tracking number.

If the item WAS sent via airmail (especially a 6-10 day service) there MUST have been a tracking number!

If there was no tracking number issued I can only assume that the seller cheaped out on you and sent it via seamail and pocketed the substantial difference in price. Even then there may be a tracking number issued!

I hope you manage to get this resolved and there is a genuine reason behind the problems. Good luck!

The seller seems to be from Canada and even shipments via boat have a tracking number to them (by default).

If you funded the purchase through paypal with your bank account or a credit card call them and get on it. My bank gave me my funds back even after paypal sided in the sellers favor twice once for the case I opened and the second they opened when the bank contacted them about it. (it was a very similar situation to yours, paid for something from an online seller, noting received after payment)

I've zero idea how things work in Russia though. Best of luck to you.

Oh. Can you provide more detail about this situation and what did you do and what you write to PayPal and your bank in that case?

Paypal was useless twice as I previously stated, but my bank just had a short form to fill out. I also provided them with some print outs of sale threads on a few forums where he had the item advertised for sale. In my case he was still trying to sell it to others after I had paid.

After I provided my bank with all the info's I had they gave me a temporary credit for the money lost till their investigation was done, from start to finish in about a months time I got another letter saying the credit was final.

Again best of luck to you, hope you either get your item or your funds back.

Well, my bank declain any of my complaints. Seller is gone and i believe that he just swindled me. Sad, it were my birthday gift.
What i've learned - never transfer money as gift/other or any other than Goods or Services. Trust no one - if item didn't arrive in 30-35 days - open case in PayPal no matter what seller says/claims.
It was a good lesson. Good, but too expensive.

    :(

I feel for you man. Add these to your lessons learned> expensive shipping ALWAYS has a tracking number, and always pay the extra few $$ for shipping insurance.

Also I'm not sure where people are getting this false comfort from paypal, in my experience if the transaction wasn't through ebay they won't cover you even if you were blatantly defrauded and show them proof. Don't matter if it was sent gift/donation/invoice payment etc.

You can only do your best to find a bank or credit card company that will cover you in these situations, paypal being a business would rather keep the fees they've won than come out of pocket to refund you that's for damn sure.

And if all else fails some of us might find resolve at ic3.gov

Idea of ic3.gov are awesome, but... It works only if: "If one of the two parties involved is located within the United States, please feel free to file a complaint." It won't help me, since not me, not seller are not in US, but some peoples, who has been frauded like me and he or person who fraud are in US... It can be very helpfull.
By the way, paying extra money for insurance doesn't guaranteed shipment itself.

By the way, what PayPal answered me:
    Dear Виктор Верёвкин,

Thank you for contacting PayPal. We apologise for the delay in
responding to your email regarding transaction ID ******************.

I have reviewed your account and can see that the transaction that you
have reported a problem about was completed on October 4th 2010.

Regrettably, this is outside of the 45-day deadline in which PayPal can
investigate buyer complaints as I understand you are aware.

This timeframe is outlined in our legal agreements and as such, we
cannot investigate this transaction. We cap the timeframe for opening a
buyer complaint to let sellers know that they should keep their postal
information and other relevant transaction details for this period. We
have found that in most cases 45 days is a sufficient timeframe for a
buyer to notify PayPal that they have not received their item, or that
there is a problem with the item that they have received.

Although we cannot investigate this transaction, I would like to advise
you to open a buyer dispute. Your dispute will be noted on the seller's
records. This may encourage your seller to communicate with you and try
to reach a resolution in this matter. In some exceptional cases, we may
be able to investigate the claim at a later time. This normally only
occurs if we receive a large volume of complaints against the seller.

PayPal’s Buyer Protection offers an additional layer of security and
does not affect your standard consumer rights. You also have the option
of consulting with your countries Consumer Advice agency for further
    advice and information.

Here’s how to open a dispute:

    1. Go to www.paypal.com and log in to your account.
    2. Click 'Resolution Centre' near the top of the page.
    3. You will have the option of:
    • Clicking the ‘Dispute a Transaction’ button, or
    • Clicking the heading ‘Report a Problem’ and then clicking the
    ‘Report a Problem’ button
    4. On the ‘Report a Problem’ page choose ‘Item dispute’ then click
    ‘Continue’.
    5. Click the 'Find transaction ID' button to display your transaction
    history.
    6. Find the transaction you wish to dispute and click the
    ‘Transaction ID’.
    7. Click ‘Continue’ and follow the instructions provided.

If you'd like more information, please have a look at our User
Agreement. You can find it by clicking on the 'Legal Agreements' link at
the bottom of any PayPal page.

We appreciate your patience and understanding regarding this matter, and
wish you continued success on PayPal.

    Yours sincerely,
    Rachael

Additional Information: 'Hi there, on october #th #### i've pay to user
li#up#@gmail.com $1200 for an item on non ebay marketplace. After two
month of waiting i've asked about item sold to me and seller is gone.
    Feedback thread is
    http://www.assemblergames.com/forums/showthread.php?t=#####. I know that
now is impossible to refund or something and all of this is my fault. My
bank decline my complaints about thi case and i think that PayPal also
can't help me with such problem, but... I just want you to be noticed
about this guy - he screwed me for $1200 and may easily screw any other people he want's to. Sadly he lives in Canada, if he lived in Russia as
do i, he will be imprisoned shortly for a swindle.

    =============================
But Rachael forgot to tell, that a buyer dispute can be opened only if you make a transaction marked as 'GOODS' or 'SERVICE'. In any other case PayPal resolution center says: We're sorry, but this transaction cannot be disputed because it is not a purchase of goods or services. Please contact the recipient directly.

I want not only to track him down, but make him suffer for what he is done by law. It's a swindle and may be it doesn't get him in jail, but it may become a real butthurt to him.

I tried that once with Paypal through my bank (Chase) and they did initially give me my money back. A few days went by and they decided on their own that I was full of crap (or something) and reversed the decision.

Never did get an adequate response and now they're moving from free checking to $10/month if you have less than $1500 in the account. Being a student who is virtually broke monthly this means I'll be switching to a local credit union.

Hell yeah, but i have no adress data about him. Nobody shows his/her true data completely while registering on forums. And PayPal won't tell me who he is and where he lives due to privacy statement.
Everything i know about him i've already posted here.

Also next time try to pay with your credit card on paypal, credit card company's are very relaxt when you have problems and you will have extra insurance.
All times I had problems my credit card company paid me back without questions asked, and said they would further investigate.

And yes: never send as gift to somebody you don't know or have dealt with before.
No matter how hard the seller is crying for it.
