I'm pretty sure I already know the answer to this, but just in case before I make a fuss with the seller. Is this just a fake REZ being passed off as a promo?
It was a CD-r (it says as much on the bottom)

I pretty sure this is not a official/real promo disc. This silly seller has overdone the makeup too much!

This what all official Dreamcast promo games should look like.

That's a poorly faked pirate copy.

Looks like someone got an inkjet printer and is trying to make some fast cash by passing off burns as "OMG RARE PROMOZ!"

This is the pre-production version for the PAL region (Exactly the same as the Japanese and European final version btw, uses the PAL warning audio) :

More appropriate to call that a promo version than pre-production.

Any pre-production version would have been on a hard drive or burned to a GD-R.

It wouldn't have been mass produced on a GD-ROM. ;)

In theory yes, however SEGA marked all white label disc's with the text "Pre-production copy" ;)

Sadly the vast majority of White Labels are bit-for-bit identical with retail. The only difference was the lack of a manual and the different silk screen.

Well I got my refund lol
"Ok I'm pretty sure it's real as I know it's source but fine give me your PayPal and I will refund"
I got some genuine ones from the same seller, I think she just didn't know the difference *shrug*
