I'm strongly guessing it's a pirated game.
This. The board also does not have a Nintendo part number on it. Auction talks about a made-up story as if it was real.
Pirate all day long. The glob top chip says so. Glob top = mass produced and cheap as possible. If it was a small run, it would be an eeprom or similar. Also nintendo had reprogrammable carts, all of which had nintendo part numbers on them. Also the PCB looks cheap and nasty. My verdict - guy is a clown, avoid.
If you were a kid in the 90s in Europe you probably saw this in game stores all over. I remember seeing stuff like this when I went on holiday to Spain. No different than a Japanese Green cart. Avoid.
The pirate versions I found were just Pokémon Blue with the title changed to say Green so that the string said "PokémonGreen" or something to that effect. This looks like it's just a straight up JP Green from the menu and title screen.
QFT. Nintendo would have never produced anything like that, and you certainly don't make "BETA" cartridges like that.
