Depends what it is, saying its "a dev kit" doesn't tell us anything.
I assume its a PTEL thus a testing kit which if yes then no thats a little too high.

    $150 USD is fair IMHO.

EDIT: I know its not much over so if you don't mind the extra few bucks then hey go nuts but just know we can't activate those kits yet so its kinda useless.

PTEL - Testkit (looks like an average vita)
PDEL - Devkit (has hdmi out, mini usb, might have a power intake too)

Applies for slim and original vitas

Just to confirm. For the most part you are buying a brick. It wont run anything with an expired license (until someone is able to hack the license side of the devkit).

Only the company who originally owned it can re-activate the kit.

He is hoping for the exploit where if nothing has been wiped then it can be activated possibly Luke the guy that got rid of his activation and got it back on his kit aswell as another that wasn't activated anymore

While I don't know how the exploit works, I find it hard to believe in it until I hear more. License files are generated uniquely per device and is automated on devnet (you have to pick what device registered to you to reactivate and they keep track of what previous licenses should have expired).
