remove the chip and re test.
if works then you had a short.

It could be your tv isn't switching to rgb mode for some reason. As far as I understand rgb doesn't use ntsc or pal color, any options or fixes specific to that should do nothing.

Certainly sounds like the cable isnt RGB or the switching signal pin isnt connected correctly.

looks like pin 16 has no connection, which means your tv wont go into RGB mode (so it will be composite).

Need to solder a 180ohm resistor between pin 8 and pin 16 to fix it

you're no pain for no one.
    we here to help !

Im an expert at ps1 chips, I also make (program) them for PIC12F629 and PIC12C508a .
You got the OneChip huh? Pretty much the best in my eyes !

What you get there is a problem with the chipcode itself (wrong programmed) or you haven't soldered it in correctly.
Please tell me which SCPH Model of PS1 and which PIC Model (the Chip) you are using and I provide you with the schematics.

    btw
OneChip was the best Chip for SCPH-102 Playstations (Ps1 Slim).
But watchout, there are differend motherboard revisions and thus the solderpoints are not the same !

    kind regards
    DragoonC

first, being able to program a pic chip doesnt make you an expert. Second, it also doesnt mean you "make" them.

Third, what you posted is incorrect. its a compatibility issue with his TV and the video mode over composite. The menu screen is in 480i, where as the games are in 240p - which is why it works during game and not in the menu. RGB might sort it out and he just needs to solder in a 180ohm resistor to correct the incorrectly wired cable from ebay.

forth, he got the chip from me and there is nothing wrong with the chip code.
