Devkits will let you run elf files, yes. The debug kits, not so much. A debug kit is designed to be as close to a retail unit as possible. You can't simply burn an elf to a CD and expect it to run in a debug. Odd as it may sound, a modded PS2 will actually run more discs than an official debug kit, as the mods will happily run "incorrect" software that a debug will refuse. For your NTSC/PAL problem I would suggest using a TV card for your computer. Pretty much all of them support both NTSC and PAL so you'll have no issues. Failing that, you might also try running the system in PAL60. That may get you a semi-readable black and white image on your TV. -hl718
