I thought that that was the idea of the 0th? There is a PS3 test for sale as we type, in the 0th marketplace.
It's better to be on the safe side anyway. Downloads for this can be found easily enough using google and the information in the opening post. The 0th bit isn't that private, and you don't want to see this site get into any trouble.

Rules are, you can buy and sell hw (with a few additional rules for 360 kits). Sales of yet to be released games for current gen systems is not allowed. Posting up dumps unreleased/beta/sdk of current gen consoles is not allowed period. These rules have been this way for a while. Could they be more clear? Yes and hopefully we can get the sites rules all sorted out instead of being all over the place.

I would allow the links to the firmware. Firmware is harmless. Encryption keys are another thing. This is basically bios, it's harmless and for download on the sony dev site.
I wouldn't really call it harmless and you wouldn't allow the sdk which is also on the private devnet, so why this?
Sdk is another thing, bios to keep your unit up to date is useful. What nefarious thing could someone do with firmware...
Well with an up to data firmware you can acces the debug network, so it can do harm. (same counts for X360 firm. updates.. only the newest dash gives you acces to PN)
