You can FTP games to the TEST/TOOL using any FTP home brew (blackbox..etc) or SONY TM but can only play beta build on those systems on HDD. Retail games you would need to modify the boot files and it's a pain in the rear.

As I explained via PM, you CANNOT just drop build folders straight into devhdd0/game, it WILL NOT WORK this way. You must be able to start the build in other ways first such as BD Emu or disc. Once the folder is created (ie the kit "installs game data" the first time it's played), the folder too is created. Even after that, most games still have to be played either from disc or BD Emu in order to boot.

For instance if I have a raw build of GTA IV, I cannot just move the BLUS30127 folder into the HDD. I would have to start the game via disc so it'll create the folder in devhdd0/game, then I can replace the param.sfo and other files from the 1.06 update in order to stay signed into PSN.

But even with that situation, I ripped the entire disc on my PC with FlashFXP running and tried putting it back into the BLUS30127 folder, it refused to boot. So, I stick with playing off the discs or a BD Emu partitioned HDD via USB. There are a few PSN free games you can put on via PKG if you unsign them and re-pkg them that will play as full games, but most play as trials because there is no ReactPSN that will work with an ofw DEX. RetroArch has a dex version you can play roms with the multi-emulators it has with it, NES, SNES, etcetera.

Here is a compatibility list that may help with this a bit: http://www.pshomebrew.net/wiki/PS3_Backup_Compatibility_List

It's just not as easy as an XDK is.
